Knead all the ingredients for the dough together with your hands. Put it in plastic and into the fridge for an hour. For the filling, blend together all the ingredients till well combined.

Roll out the dough on a flour-dusted surface till 2-3 mm thick. Cut out circles, put about 1 tbsp filling on each, and fold them in half. Pinch the edges together, and bring the two corners of the created half-moon together to make a circle.

Bring water to a boil and add 2 tsp salt to it. Then put your pelmeni in and cook for about 5 minutes until they start floating. Serve with a yogurt sauce and fried pepper. Enjoy!
